Introduction: We are seeking a detail-oriented and experienced Acquisition Subject Matter Expert (SME) to join our team. This role will provide advisory and assistance services to support Sponsor acquisition teams with drafting, refine, and providing quality assurance on competitive acquisition and requirements documents. The documents span a wide variety of technical disciplines and unique operations. Additionally, the Sponsor requires advisory services to support acquisition teams as they receive, evaluate, and conduct analysis on Offeror proposals. The Sponsor requires ongoing trend analysis and research to provide an understanding of how other agencies conduct similar work, as well as compiling and sharing best practices and lessons learned.

This position is contingent on contract award.

Key Responsibilities:

1. RDC Support to Acquisition Teams:

  • Accept and manage support requests for competitive acquisitions over $25M from Sponsor's customers.
  • Evaluate requests for competitive acquisitions under $25M based on current RDC workload and coordinate with the Sponsor’s Staff Lead.
  • Support 35 to 50 concurrent acquisitions at various stages, providing both acquisition and technical expertise.

2. Customer Meetings:

  • Schedule and lead meetings with acquisition teams during acquisition planning and pre-solicitation phases, both in-person and virtually.
  • Prepare for meetings by reviewing customer-provided documentation and conducting necessary research.
  • Facilitate initial Focus Meetings to discuss expectations, timelines, mission background, program history, and requirements.
  • Manage ongoing requirements development working sessions, ensuring effective team engagement and addressing acquisition strategy and innovation.

3. Documentation Reviews and Written Feedback:

  • Review draft documents, provide feedback, and deliver recommendations for improvements.
  • Use track changes for marking comments and proposed edits without making unapproved changes.
  • Ensure timely completion of reviews and adherence to agreed timelines.

4. Meeting Minutes and Documentation Management:

  • Compile and distribute meeting minutes, including key discussion points and action items.
  • Maintain and organize all documentation and reports in the Sponsor's Share Drive for historical reference.

5. Ancillary RDC Tasks:

  • Assist with drafting acquisition-specific templates and solicitation attachments as needed.
  • Support industry engagements and governance board reviews through dry run sessions and other preparatory activities.
  • Attend industry briefings and meetings to understand team objectives and industry perspectives.
  • Conduct research on technical topics and innovative approaches to provide valuable advice and guidance.

Skills Required:

  • Proven experience in acquisition support, including managing competitive acquisitions and leading customer meetings.
  • Strong understanding of acquisition processes, technical documentation, and related regulations.
  • Excellent communication and organizational skills, with the ability to manage multiple projects simultaneously.
  • Proficiency in reviewing and providing feedback on complex documentation.
  • Ability to work collaboratively with various teams and stakeholders.
  • Experience with document management and reporting tools.
  • ISSA/TS Clearance

    Required Qualifications:

    • Eight (8) years of acquisitions experience, including acquisition planning and/or source selection phases
    • Five (5) years of experience participating in or otherwise supporting Federal Government source selection activities
    • Experience with FAR Part 15 Best Value Tradeoff competitions (acquisition planning and/or source selection)
    • Experience with a range of contract types (both cost-type and fixed price) and acquisition strategies
    • ISSA/TS Clearance

    Desired Qualifications:

    • Certified Professional Contract Manager (CPCM), Certified Federal Contract Manager (CFCM), Certified Commercial Contract Manager (CCCM), or Certified Contract Management Associate (CCMA)
    • Acquisition and/or program management Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification in Contracting (FAC-C) certification (or equivalent)
    • Expertise and experience with Sponsor acquisition regulations
    • Experience with Other Transactions (OTs)
    • Experience writing SOWs and/or other RFP documentation for Federal Government
    • Experience transitioning legacy requirements from LOE-based to completion-based tasks
