Position Overview:

APEX TK is seeking a mission-focused Strategic and Organizational Planner to support enterprise-level initiatives for a key government client in the Intelligence Community. This role will operate at the intersection of organizational design, strategic planning, and program management, enabling mission alignment through structured planning methodologies and integrated organizational architecture. This position requires working onsite at a government client facility in Chantilly or Reston, VA.

Responsibilities:

  • Support the development and refinement of organizational architecture, including the mapping of mission capabilities, business functions, and resource alignment across enterprise programs.

  • Assist in analyzing and documenting current and future organizational structures to improve alignment with strategic goals.

  • Provide strategic planning support consistent with DoD methodologies and PMBOK-based frameworks, ensuring integration of enterprise initiatives, risk mitigation, and execution oversight.

  • Coordinate the development and maintenance of strategic implementation plans, change management strategies, and performance measurement frameworks.

  • Develop and maintain organizational process documentation, such as Standard Operating Procedures (SOPs), policy references, and workflow models aligned to mission priorities.

  • Facilitate planning and decision-making sessions by preparing briefing materials, capturing strategic decisions, and tracking milestones and deliverables.

  • Track and analyze requirements across functional and technical teams to ensure alignment with overarching mission needs and organizational constructs.

  • Contribute to the standing up, restructuring, or transition of mission support elements by providing organizational impact analysis and transition planning.

  • Draft and edit planning documentation, charters, and concept of operations (CONOPS) to ensure consistency, clarity, and alignment with strategic goals.

  • Support internal and external stakeholder engagement through structured communication plans and coordination of inter-agency or cross-functional planning efforts.

Required Qualifications:

  • Active TS/SCI clearance with Full Scope Polygraph (TS/FS Poly)—must be current and adjudicated.

  • 2 to 10 years of relevant professional experience in strategic planning, organizational development, program planning, or project management in a government or contractor setting.

  • Bachelor’s degree or higher from an accredited institution. Additional years of experience may be substituted for education.

  • Familiarity with organization design principles, strategic planning processes, and enterprise-level documentation practices.

  • Experience with or understanding of DoD and PMBOK-aligned methodologies, especially in support of planning, tracking, and executing strategic initiatives.

  • Ability to support documentation and analysis of business processes, stakeholder roles, and mission alignment.

  • Strong writing, briefing, and facilitation skills with attention to detail and analytical thinking.

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Desired Qualifications:

  • Bachelor’s degree in Business, Organizational Development, Public Policy, or related field.

  • Experience supporting enterprise-level transformation initiatives within the DoD, Intelligence Community, or Federal Government.

  • Familiarity with collaboration platforms such as SharePoint, Confluence, or Teams for document management and stakeholder coordination.

  • Demonstrated experience in managing multiple workstreams with competing priorities in a highly secure environment.
